Help identifing a nest


while clearing out my new allotment I found this nest in a pile of (cut) brambles and twigs. the egg was cold but I covered it up straight away.
I would like to know if the egg is still alive and if not am I allowed to move it as I have heard somewhere that it is illegal.
also would anyone know what bird (or reptile) would have laid it. the egg is slightly smaller then half the size of a medium chicken egg and the shell is smooth.

Possibly a pigeon's egg, but it won't be viable now and it's quite ok to get rid of it
