I think that these give you a flavour. I have many more but enough is enough. I feel that one of the first things I need to do is identify all of the plants so that I can correctly care for their individual needs.
I have some specific questions to ask but will leave that for later, thanks for looking.
Looking at the pics, steve, I think I'd start with the raised beds. I'm not sure how much you're allowed to change but I would clear them out of all plants. Save any that look ok if you want to or if they can be useful elsewhere. I can't see very clearly what kind of state the soil/compost is so i'm just guessing its been awhile since it had some TLC. Condition the soil/compost with some organic mulch and possibly some chicken manure pellets or blood fish and bone mix. I think some bulbs would be the easiest and quickest to plant just now, tulips and crocus always look good in a raised bed. At least its a start for now.
I'd start with clipping the lavender, and remove any weeds. It looks like there are a lot of low maintenance shrubs, that just need a bit of a tidy up and weed extraction.

Thanks for that Steve, we are on the same page as this is the area that I feel I can quickly tackle and in which residents can participate.

Ty fidget, are we attacking it with a hedge trimmer, cut to base ? I assume that it will come back next year?
NO Steve, not to base, only trim off this year's growth with lavender or it won't grow again. Don't cut into the woody bit.
