Hi guys. I'm new to gardening and I am planning to have an arch between a wall. This maybe a stupid question by if planting flower over an arch do they do best in the ground or in pots and how much room by the arch do I need?

Most things do best in the ground and require less care, however if you want to grow things in a pot you can, it just means you have to give them more tine and attention as they are totally dependent on you, its worth remembering that compost only has enough nutrients for a few months, so you will have to feed your plants regularly
What sort of plants were you thinking of?
As bekkie says - it 'll depend on what you want to grow. I take it you mean it's a gateway of some kind through a wall that you have? Roses are the classic, but can be a bit jaggy for places you're constantly going through! Clematis are a lovely alternative, with lots to choose from.
Can you post a pic of the area as that will help with further advice?
I live in west central Scotland - not where that photo is...
rose, honeysuckle, grape vines. not really decided. How much ground space would need next to an arch for these to grow?
If the climber is to be planted against a wall, then you need to plant it 12-18inches out from the wall so it is not in the rain shadow of the wall.
