What does this mean??? 100 pounds plant-available N

I'm not sure if I'm not reading this rights or what. Can someone tell me what this means exactly?
"12 12 12 fertilizer at a rate of 100 pounds plant-available N per acre should be broadcast and incorporated into the soil before planting"

12 12 12 will be the percentage of NPK I should think,
100lbs of it per acre maybe
I don't know how you'd work out what proportion of the N was plant available.
Sounds like a question for a farming or smallholding forum
