How small is small?
Everything has its season for flowering, there's not much that will flower for a long time, it's not what plants do. They want to get fertilised and make seed.
White astrantia...star of billions is a lovely plant. Height is about 55-65cm and height 40-60cm....compact variety.
Cutting hard back after flowering brings good flush of leaves and new flowers too.
Crocus sell star of billions - in fact they have it on sale at the moment. I think it is quite a new one though.

In the sticks near Peterborough
So they would have to flower for a few months like the red ones I've got on the back garden.
