Ornamental Cherrytree - is ours dead?

Just read somewhere that the life expectancy of this tree is between 20 and 25 years. No blossom on ours this year and the branches are snapping off in the wind - any thoughts please?

    Remember to cut the logs asap and keep them dry until you burn them otherwise most of the heat will go into making steam from the water content.  image
