Rose id and mystery shoot

I'm asking about this for my Mum. She's had a rose with creamy coloured blooms for many years, and does nothing to it except prune it. It's about 3 ft high and flowers modestly each year, until this year when a new very fat green shoot appeared and she says this fat green shoot had about a hundred roses on it at its peak. The roses on this new fat shoot are the same as the other roses in appearance. Mum wants to know what might have caused this occurence. She would also love to know what breed the rose might be. We'd need more detailed photos of the blooms in bud, just opening and open fully, plus time of year when it flowers and other information to identify the variety.
However, the new shoot is just that, a new shoot and is Good News! When the bush is pruned I would prune the new growth lightly and prune the old growth more severely. Pruning stimulates growth so the old growth will grow more strongly and the shape of the bush should even up.
It will be happier if some of the planting around it's base is cleared and some slow-acting fertiliser applied in the early spring.

My Mum will be excited to have had a reply from a Gardeners World forum user at all - the internet fills her with wonder. I think the little rose will be getting lots of attention now.
