I have a lovely honeysuckle growin against my fence at present it is a mass of beautiful scented flowers. There is a lot of dead wood from about two feet from the ground. I usually trim it back once it has stopped flowering. Can I cut it back as far as the dead wood to encourage growth from lower down?

You can, but it is in the nature of honeysuckles to grow upwards and have their foliage and flowers towards the top of the plant. In the wild the stems scramble up through hedgerows until they reach the sunlight before putting on leaves and flowers.
You may find it more useful to plant something in front of the honeysuckle to hide the bare stems, rather than try unsuccessfully to encourage it to leaf up lower down.
