Poor Rudbeckia flowers

My Rudbeckia flowers (Deamii I think) are not forming properly. Each flower has only a few petals. Foliage looks healthy, flowers were fine last year, Anyone else experiencing this problem?

I have the same issue. The plant looks stunted. I expected long stems to extend from the plant and finally the lovely yellow flowers to form on the ends. Instead they are forming amongst the leaves and aren't are well formed.
