We have found some small brown caterpillars on our young birch tree. They have a yellow stripe going down the length of the back and a black horn at one end. Is this a friend or foe?

Foe! It's sawfly. I strip the leaves with them on a pop on the bird feed area.
Agreed. Don't let then hang around - they will do significant damage.
