Hi can anyone let me know what this small tree is called. It's around 4ft high. Its very pretty and I'd like to buy one.

I think it's a salix "Flamingo", a sort of willow. That's a big one. You can grow them as standards too.
It's a Salix, could be flamingo but I can't enlarge it enough to see properly. There are several variegated varieties.
