Hi Peter, I don't have personal experience of this shrub, but lots of people on here have. I believe the problem is that, when you cut it down, it makes it sprout more suckers as you've unfortunately discovered.
From reading previous discussions, I think weedkiller with glyphosate is the most successful remedy, but I'm sure someone else will be along shortly to help you properly.
I live in west central Scotland - not where that photo is...
Thanks to Fairygirl and Verdun... so prompt
) Looks like Ive got quite a task ahead.
Good luck Peter. Knew Verdun would advise if he was around
They're lovely if you have the right place but they're invasive in the wrong one. I think they're less so in heavy clay - there's quite a few of them in my area, and they're in borders with other planting. Perhaps I should ask the owners if they're as well behaved in their gardens as they look !

We must have been very lucky 18 years ago. We had to remove one which was attacking the drains. I dug down and got out every scrap of root which I could find and that did the trick. No suckers, nothing since
Thanks again to everyone... I'll post results after I have tried glyphosate ?? spray.. .. either that or flame gun
