If it is a modern housing estate, do you pay a small service charge for maintenance of the public green areas? If so, there must be some form of management company who you could approach.
This might be some consolation: I had a similar problem with my neighbours (rented via the Council, though properly owned by a 3rd party). Undergrowth taller than my 5' fence + trellis, brambles, bind weed and other gunk coming through. Had at least 5 years of emailing Council, with no luck. Started emailing Councillors individually. No luck. Just before the last elections, tried again. Zilch. So forwarded that last email to my MP, copying in the Councillor. MP responded, saying he was sure I'd have heard from the Councillor. Huh, I wrote back (or words to that effect), so he contacted the Councillor. Result? Email back from MP, enclosing email from council (NOT Councillor!), promising work would be done.
Garden almost clear. Undergrowth and a lot of sycamores cut down, though all the detritis in one pile at the bottom of the garden, so the foxes still have somewhere to den. Sigh. Presumably the home owner has had to reimburse the Council for this work, the cost of which would have been considerably less if they'd done it when I first asked, all those years ago.
