I have had a variegated hibiscus in the garden now for three years. Each year it is covered in buds but they do not fully open.
Any ideas why?

Someone told me once that Hibiscus need water even more than heat. Mine is planted outside the front fence on very poor almost sandy soil, facing South West, it gets watered once a year if I remember. Perhaps they thrive on neglect?
Yes it is planted in the ground.
The actual plant is Hibiscus Syriacus Purpureus Variegatus.
I do not water my garden.

Some plants need more water than others. Your hibiscus probably has enough water to grow, but producing flowers needs more water than merely growing.
