Salvias and Marigolds.

A month ago something was taking the flower heads off the marigolds. We have a Green Woodpecker who collects the ants out of the border. Could it have been him 
Two weeks ago we filled some gaps in the border with Salvias. Now something is trashing the leaves - any ideas?

Its more than likely slugs. They trash most things given the chance. I find the heads of the tagetes just hanging by a thread in the mornings.
It's not green woodpecker behaviour.
