Hardy fuchsia cuttings

I have some hardy fuchsias that I quite like so decided to take some cuttings to populate a new bed I'm planning to make - they have grown on quite well but are still quite small plants really with currently the biggest just about 5'' tall.

My question is should I pot them on and over winter them in their pots or plant them out now?
