My Plum Tree Again

Well you guys have recently given me advice on my plum tree and I was hopeful of getting some nice fruit after nothing for a couple of years, but yet again my fruit is going rotten before its even ripened like a mildew fungus. Any ideas please. One other thing as soon as the tree got its leaves again this year my tree is covered in white fly my tree is about 18/20 feet tall, how do I deal with it

only a few of the leaves this year last year it was severe
it is pruned every year afyer the fruit has gone if I get any
