garlic affected by heavy rain?

Seem to remember that when the leaves on garlic are affected after heavy rain that you are supposed to dig them up, can anybody confirm?

According to Monty Don, dig up your garlic when the leaves start to die down.
I have also lost about 150 garlic blubs,the bad weather has caused rust on my garlic and I am going to dig them up.
I also have a lot of leeks in and at the moment the leeks are ok but I am expecting them to be wasted due to rust.
I have brown leaves with red blotches but the bulbs seem firm and smell right, do you think I should dig them up?
lost ours alos had bad rust.. good to see monty had the same problem.. means it wasnt us doing it wrong.. and that gardening is al about change most of the time with our climate.
