Hi Nikmat. That's a columbine - Aquilegia. They flower in spring so that's the seedheads forming. They'll seed around if you let them, or you could cut the stems back. They'll die back over winter and start appearing again in early spring.
If you google the name it'll bring up some pix - there's loads of varieties of them though!

Yep, if you cut them right back to the ground (including all leaves), they'll send up a set of fresh leaves which don't look so untidy. They won't flower again until next spring though.
A trowel in the hand is worth a thousand lost under a bush.

I think that is aquilegia which has flowered. Cut the seed heads off if you don't want it to seed everywhere.
