Potentilla fruticosa hedge sparse

I have planted this two and had years ago in the winter but the plants still have not connected. They grow upwards instead of sideways to connect so they look a bit silly like twigs pointing up. Tried to cut them lower to make them more bushy but some of them are already getting woody stems so less new growth.  Should I plant something else in between them or what can I do?

    Potentilla takes a few years to grow to any size, I suppose it depends on how big you actually bought them, they only get to about a metre across so are they planted close enough together. They don't really like being pruned too hard either as their growth rate is relatively slow. I'd feed and mulch them and leave them alone, plant a few perennials in between in the mean time.
