Honeysuckle dropping leaves

My honeysuckle keeps developing spots on the leaves (as seen in photo) which then turn brown and shrivle off. Not sure what is happening and was wondering if someone knows please. I have cut it down to its root, it grew again and same thing is happening now

It's developing Powdery mildew - on honeysuckle that usually indicates that the roots of the plant have been allowed to dry out at some time.
Is it in a pot? Honeysuckle is seldom happy in a pot.
It needs loamy soil rather than light fibrous compost, and a deep cool and damp root run.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
