Funny leaves

Hi Guys,

I found some strange looking leaves on a pear tree..does anyone know what is causing this and how to possibly rectify the underlying problem?

    Thankyou,I purchased some fungicide but it states that it should only be sprayed before new shoots emerge,does that still apply in July?
