Euphorbia Red Wing looking poorly

Hi there, My Euphorbia Red Wing is in back garden flowerbed, and its looking very dry and discoloured (mainly tops/flowers), the soil is not too dry - and it looks like new shoots are coming from the base. Should I be cutting back old growth - or just let it do its thing?
