I agree with Steve, it takes a bit longer but is soooo much easier, i wonder if a throw and sow green manure like those lupins you can get would help to break the soil up for you as they have long roots, might be worth a try
The problem I think with just spreading manure or compost on the top of the soil is that you actually have to have some worms in the soil to do the work!
My garden was practically devoid of worms as they could not physically move through the ground.
You will have to break up the top few inches first so that worrms have a bit of wiggle room.

This is prob not the answer you want to hear, but a bit of sweat and a lot of hard graft will see you right. If its baked that hard then maybe think about hiring a breaker from your local hire shop. I have had success with this in the past of jobs like yours,
Once you have got it all broken up then it sounds like you will need to improve the quality of the soil, the fact its a new build you might find a lot of builders debris. Maybe some new top soil and a lot of well rotten manure will help.
