Does anyone know what this plant is that has suddenly grown in my neighbours garden? Whatever it is grows quite quickly.

Me too, my neighbours have one in their front and in their back garden
Definitely an ash tree. Unless they have a very big garden that they wish to turn into a shady woodland, they need to dig that out pretty soon.
We have one or two ...........thousand seedlings like this!

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
