From all of the suggestions I think a tree peony would be the closest match. However the leaves on the plant in question seems to have more pointed/jagged leaves.
Would you guys agree?

I have tree paeonies with leaves just like that. What is the base of the plant like?
It's always difficult with photos, you can't get the texture of the plant

The brown stem at the bottom in that last photo makes it look very much like a tree peony to me.
