teeny weeny caterpillars

Looked out of my living room window checking my flower border as usual and saw these waving about.  Leaf cutter bee depredation quite OK but not whatever these are.  This is the only bit affected so far.  What are they?

    There were some on my Rosa glauca yesterday - after the heavy rainstorm they'd disappeared image

    I thought it was frayed edges at first and then they all waved at me! If they're sawfly I'm off out to get 'em.  Never had them before so goodness knows why they've suddenly appeared.  Heavy rainstorm!!!! We've had nothing for 3 weeks despite promises. I'm going to have to resort to tapwater which not only costs me but doesn't have nearly the  beneficial effect of rainwater.

    I prefer not to kill anything.  I rescue worms off the path and bees out of water, slugs and snails go into the hedge across the lane. I removed 30 fieldmice out of a grain dryer and took them across the field to the edge of the wood.  But I do draw the line at lily beetles and now I've added sawfly. I never saw lily beetles until I acquired a lily abandoned by a neighbour.  Unil then the only thing I really didn't mind wiping out was the warblefly.  Terrified the cattle whenever it appeared and had some very nasty habits.  I poured the 'cure' along the cows back with no compunction at all.
