I've heard that if you cut them down when the flowers fade they will have a second growth. Is it just the flower stalks that I cut down, not the other foliage?

Deadhead your delphiniums as the individual blooms fade. Cut a spent flower's stem completely back to the nearest pair of leaves or set of branching stems. This is where the next
