All my borders are curved. What can I use to stop plants flopping on to the grass? It will need to be about 12-15 ins high, flexible to go round curves and as unobstrusive as possible.

Anything placed along the edge of the border 15" high is going to be obtrusive. Why don't you use stakes and string or 'Link Stakes' http://www.harrodhorticultural.com/search.html?q=link+stakes. They would be much better.
