Can anyone tell me if this is a weed or plant, and what it's called. Many thanks

It's Hypericum androsaemum. Tutsan is a common name.
Whether it's a flower or a weed is a matter of opinion. I like to have a few about the wilder parts of the garden but it's not one I'd choose for a small garden, it seeds around a lot

Plant, its a Hypericum. You just need to watch for seedlings, it will self seed everywhere.
