I have this weed and after landscaping work last year, this year it has gone completely mad and is popping up all over the place. I try & keep it down by digging it regularly. It is popping up through garden membrane and in my flower borders and even on our parking area now. It takes a bit of work to get it all as I have a large garden area but it seems to be working. The fronds are thinner and more fragile. I think it will be an on going problem and it isn't a problem really just a nuisance.
I have seen Horsetail growing through tarmac! It is a nasty, but I had an allotment that had loads (didn't know as I took the plot in winter) - when I dug I pulled as much root as possible and a fellow allotmenteer said ' never let it see Monday'... as suggested I hoed and pulled regularly, never completely got rid of it but had some amazing crops from the plot.
our new driveway (tarmac) has this menace popping up through it quite regularly. got to use strong weed-killer otherwise it's everywhere before you turn around. we have to keep doing this all through the growing period as it's rampant in the field next door which belongs to the council.
we've also had it growing through the pavement at the bottom of our property, unfortunately, it's as bad a Knotweed which we've also had to deal with so I really sympathise with you.

It has a waxy surface, meaning weed killers don't always work, Try breaking the stem and then applying weed killer so it gets into the plant.
