HELP!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Hi everyone

Right 4-5 of my perenials have developed brown stains on the leaves,the best way i can describe it is its as though fence paint has been splashed all over them [before you ask no it is not] the plants themselves dont seem to be performing as well as they should,can somebody tell me what it is ,ill try to put a pic up later
