It's a foam produced by a bug (a real bug, not just any old insect) that's feeding on the sap of your plant. It protects them from predators, like you, coz they can't see it. Someone said earlier this morning on another thread that they don't do much harm.
They eat plant sap while in the froth but they quickly grow into into adult Froghoppers. I would say harmless.
