Vibernum Disease

My neighbour's Vibernum is looking very poorly, some of the leaves have gone very brown, dry and look like 'lace' (very see through). I have also noticed that they are foul smelling. I am concerned that whatever this problem is could contaminate my plants nearby. How can this be treated and should I be worried?

Viburnum beetle, only eats viburnum so won't pose any threat to your plants unless - they are viburnums! Google it and take a look.
