Rose not rambling

I planted a snow goose rose in autumn 2012 to ramble over an arch. After not much happening last year, the rose is now flowering profusely and beautifully but.. well it's not rambling. It is still quite squat and bushy and not sending out the big long shoots I was expecting. Does it just need a bit more time to settle in?
