Lovegardening - a good patch of nettles will do the trick and be attractive for butterflies whose caterpillars feed on the foliage. They die down in autumn tho and aren't that pretty so try growing prickly plants like the above mentioned berneris or pyracantha which is evergreen and has bloosm and berries and can be trained.
Agree with putting a hedge in with a post and wire 'protective fence' to allow the plants to establish. Remove the fence if anyone objects otherwise it can stay as long as needed I guess. Couple of pitfalls, if your neighbours have the same situation and see you do this they might make a fuss. Also, check that deed wasn't in place for a reason e.g. sightlines for cars coming out of driveways onto the road.

I have an open plan garden Around my Caravan People used to drive across it but now they stop and admire instead Box where planted and trimmed in to balls and plants in between I just placed logs as the border. People no longer drive over or walk across as a short cut but I don't mind them popping in to look at the garden.

Forms of ilex aquifolium - holly - are attractive too and have prickly leaves. They can be grown as specimens or a hedge.
Are you allowed to put flower beds in?

Is there any official definition of a fence as opposed to a large wide and thorny ground cover rose bed?

What's wrong with some people that they treat other peoples property with such disrespect, they would soon complain if you did it to theirs.
Put a big sign up saying .... Danger unexploded mines, keep off the grass ...that might work
if not, maybe they will get the message loud and clear.
Pyracantha? Spikey, evergreen & good for wildlife. Grows fast too.
