News to me about lily beetle. The little ******* are around in numbers already this year.
Getting rid of the bamboo is definitely a job you need to do before it becomes a major problem. What you really need is some sort of barrier to stop it spreading. If you can dig a channel about a foot deep and drop cheap paving slabs on edge it will certainly greatly reduce any spread into your garden. Most bamboo runners aren't far below the surface.
If your neighbours want to get rid of it, then firstly dig up what you can and treat emerging canes with roundup.
Some - not all but some - bamboo's can run riot and spread quickly. You need to put in a barrier down into your soil between your garden and the neighbours to prevent the bamboo spreading. Whilst it doesn't need to go down too deep it needs to be something substantial - plastic is possible but may not be substantial enough to withstand the onslaught of a determined bamboo! I haven't said it, but I would personally consider applying a herbicide to the bamboo that grows into your garden if the neighbour is unwilling to put a barrier around their plant to prevent it being a nuisance in your garden. I would however politely ask the neighbour to put in a suitable barrier in themselves beforehand and I would explain that as a last resort I will use a herbicide if they ignore a reasonable request to control their plant.Several treatments may be needed.
Thank you very much for the help my neighbours are a young couple and have little knowledge of gardening, but want rid of the bamboo so will tell them what to do.
Sorry, I misread your original post and thought it was you wanting to get rid of it from your garden. Dave has already given the answer for them getting rid. Certainly remove as much as possible first.
