A poorly pear tree (problem No 1)

I bought this pear tree about 4 years ago ( as a whip), iys always had blossom but no fruit . It seems to drop all of the fruit and now not only has all the fruit gone but entire branches have dead leaves on. They're just dead, the rest of the leaves also look abnormal , some look like peach leaf curl and some look like thrips.
The tree is underplanted with bugle , its a south facing garden . I'm now thinking of digging it up, so any advice would be appreciated.

Could be pear leaf midge, if it is all you can do is remove all the leaves affected, burn and hope for the best, as there is no chemical control, natural predators like ladybird larvae can help.
