Victoria plum problems

I put in a bare rooted tree last year on my allotment, it settled and grew well, no flowers or fruit but not unexpected.

this year masses of flowers but all have withered and died leaving no signs of fruitlets.

do they require companion trees or have I done something very silly?

i thought they were pretty fool proof!

help!!!!
