How do you get rid of bindweed but can't dig up roots because of a fence is int way my garden is over run with it

Get some bamboo canes and stick them in close to the fence. The bindweed will twine round the canes. Then you can dab the leaves with a gel weedkiller without damaging anything else in the border, if there is one. If not, just spray with glyphosate.
