Compost crust

I have been using Westland compost for the last couple of years now and it's ok but it always develops a green crust after a couple of weeks and looks a bit stale.  Plants seem ok and I just keep digging over the crust.   Is the compost lacking something?

    I suspect that it may be due to over-watering and possibly inadequate ventilation if they're inside - try cutting down on the watering a bit. Incorporating some horticultural grit when potting on would help drainage.
