sticky webbing around cornflower buds

I have sticky web like cocoons wrapped around the unopened buds and leaves of my cornflowers (Centaurea Montana). I peeled one open to see what was inside but couldn't really see anything. A few leaves are also sticky white and others yellowing. From looking lovely they now look dreadful. I did see a small brown moth on one of the leaves the other day, could it be that? How do I deal with it without using pesticides?

Any advice appreciated.

    Sounds like caterpillars of some sort, I'd squish them inside the webbing

    Yep sounds like you need to look for caterpillars. I have a member of the Salvia family that has one big green caterpillar on it. The leaves are being munched but are growing at such a rate that the plant can easily support the caterpillar. If the host plant is dying though,that's another matter altogether.
