..well, I think that it is... it's noted for it's wildly criss crossing branches and distinctive ridged bark... the stems and leaves are also just as they should be for this... there isn't a decent Google image apart from the BBC one, or the commons.wikimedia... these trees don't flower until they're quite mature....
It doesn't look anything like any of the photos I can find online.. It's a different shape- doesn't have that umbrella look?

We moved here this time last year so I've seen a year. It doesn't flower as far as I can see.
It's obviously very hardy as it had a serious cut back at some point and is throwing out new branches like crazy, and is in a crappy spot suffocated by decking, yet it seems happy as Larry.

..your tree is still quite young... Sophora japonica's don't flower in this country normally...I think I read somewhere that it might flower after 50 years...
... you will note another characteristic in that the crossing branches bear shoots along them which shoot upwards...it's an attractive tree, looks as though it's been pruned quite a bit...
It's a lovely tree. I spent many happy hours under it last year with my book!
It has Indeed had a serious pruning at some point - not by us. It's really far too big for the spot that it's in but I'm not going to be responsible for its demise if I can help it!
