Pond problem

Last year we paid for someone to put top soil at the back of our pond & planted some alpine plants with large rocks surrounding our small water fall.
This year however, our pond edging is completely riddled with weeds, which makes me wonder if a membrane was used before placing the top soil. I called the gentleman who undertook the work who assured me that a membrane was used and that the weeds were probably due to birds etc.
I am at a loss what to do, so any help is much appreciated.

Where there's soil there are weeds. Gardening is all about keeping on top of those and arranging things to suit you. If you asked for a weed membrane and you think there isn't one, poke around and check. A weed membrane will stop weeds coming up but won't stop weeds seeding in
