growth on twisted hazel

Can anyone identify these growths that have just appeared on our twisted hazel? They started out as small bumps that looked like part of the tree but now have a sicky white foamy substance that has pushed the bumps off the tree. They still have the little bark caps on top of the foamy bit.

Those sound like scale insects, specifically one called 'brown scale':
