Privett hedge problem

Hello I have a privett hedge, on my side it's thick green and healthy but on my neighbours side it looks dead. It's just sticks and no foliage, there is a holly in a few places but this only makes it thicker. I think my neighbour has tried pulling out some of the holly and as it's almost dead his side it has left some bare patches. Why would it be thick and green one side and bones the other.? Any suggestions please.

    maybe its been cut to harsh in winter .

    If he's cut it back hard it should recover. Privet always recovers. There are times when I've regretted that but the goldfinches like to nest in it so that's OK

    Hello ok so i should nt worry then.?

    As I said I dont think there is anything wrong or diseased as if it were would nt it be dead looking both sides.?

    Thanks and any tips on how to speed up recovery would be good
