jasmine polyanthemum - how to prune

Hi

I purchased a jasmine polyanthemum last year, it was in a basket and wound round a wire

I see new shoots appearing near the base.

Should I prune back to the new shoots or wait to see if it produces new growth from the circle of what appears dead old growth?
