If you ever look at the displays of the ones at Chelsea, they have no leaves showing at all. By the time the big ones flower, the leaves have done their job and can be removed.
I have the same issue. However, only ONE of my six has formed a bud at this point. The picture is old, and they are bigger now, but it is still accurate re leaf tips. I think at least 2 have not even spread out because the leaf tips are so ratty - so that the leaves end where the allium is still just a small pillar.
Note: I am in North Carolina, so I may be at a different blooming time, but I would expect flowers over the next month.
I read on one website that brown leaf tips suggest the plant is stressed, and it said to dig them up and amend the soil. However, I feel that is risky?
Any advice appreciated. We will have some sun in the morning, and then mostly rain for 3 days.

Ahh thanks for the tips everyone. I've currently got them in pots around my raised bed so you can only see the leaves on certain angles
