Wisteria problem

Last year my wisteria leaves were small and the usual long whippy growths in the summer did not come. This was a bonus as there was no summer pruning but was a bit worrying.
this year we had a hard frost when the flowers were in bud and now they are developing but are not what they should be. A lot were browned by the frost but those which are coming are stunted. Any ideas please?
