It's a mystery! I use the granules when I plant up my baskets, invariably spill a few and despite sweeping up, the jelly blobs appear after rain. I pick them up and pop them in a pot or basket where they'll do some good.

I opened a new bag of compost yesterday and potted up some plants. Last night I noticed blobs of clear jelly on top of the compost. It had been raining before that. Perhaps it has something to do with water retention. I scooped it off all my plants and binned it, as I had no idea what it was
Probably water-retaining gel in the compost. I think they put it in the ones labelled as being for hanging baskets/containers. It's tiny granules when dry and swells up into clear jelly-like lumps when it absorbs water.
